The purpose of the LDF is to create conditions for a transparent and accountable governance by collective decisions with the participation of citizens and the local governor. During the research, unexpected feature was Zaamar soum had their own unique fund which called Development Support Fund. Both LDF and DSF were analyzed and suggestions were conducted in the thesis.
